With reference to your secret despatch

of 13th July, 1932, on the subject of the removal

of the Naval Armament Depot from Hong Kong, I have

the honour to inform you that three instalments of

$500,000 have already been paid and the fourth and

final one falls due in January, 1933. Whilst

realising that this method of payment was recommended

by Sir William Peel in his confidential despatch of

4th September, 1930, I would invite your attention

to its very generous terms to the Naval Authorities.

Whereas they receive two million dollars in cash by

a certain date, this Government receives nothing in

return for its disbursements until the areas in

question are surrendered. I should therefore be

glad if the Admiralty could be requested to expedite

the work as much as possible and to fix a date for

the handing over of the property.

with your despatch under reply I presume that
